The Poetics of Fear looks at how fear is used for political purposes, focusing on the binary logic of “this is the way things are, and there is nothing (else) you can do about it”  --a logic that underlies the realist tradition in international relations theory.

The Shield of Achilles from Homer’s Iliad is used as metaphorical analysis to look at what the politics of fear is, how it works, and how it can be resisted. It aims to provide a human response to human security matters. 

The work first shows how the Shield works to paralyze its audience. How can it be resisted? One response is to offer a warning about the hazards of bearing the Shield. After looking at thinkers such as Plato, Baudrillard, and Nietzsche, the work concludes with an examination of ekphrasis as a critical tool. 

With a unique and fresh perspective, The Poetics of Fear will be relevant to those interested in security studies and critical theoretical approaches to political science.

Die letzten Vorlesungen Michel Foucaults am Collège de France sind der parrhesia gewidmet: der freimütigen, öffentlichen, aufbegehrenden Rede. Es ist das große Thema seines späten Denkens: der Mut zur Wahrheit, mit dem das aufrichtige Sprechen in die Politik eingreift. Die Regierung des Selbst und der anderen erschließt das vergessene ethische Fundament der athenischen Demokratie. Der Mut zur Wahrheit konfrontiert Sokrates, die strahlende Gründergestalt der abendländischen Philosophie, mit den Kynikern, den selbsternannten Underdogs des Denkens.
In beiden Vorlesungen fördert Foucault ungehobene Einsichten von den Rändern der offiziellen Philosophiegeschichte zutage. Zugleich formuliert er darin nicht weniger als sein philosophisches Vermächtnis. Niemand wird diese Texte lesen können, ohne darin Foucaults eigenen Mut zur Wahrheit wiederzuerkennen.

An Orientation to Biosecurity Today

We argue that today we are confronted by a distinctive biosecurity problem. This 

problem, although connected to the work and formulations of the Asilomar conference on 

recombinant DNA and the Biological Weapons Convention in February and March 1975 

respectively (Berg et al. 1975; Singer and Berg 1976), nonetheless is characterized by 

significant discontinuities. Three vectors are particularly significant. First, there have been 

technical innovations since the 1970s, including, but not limited to, synthesis technologies 

(Bugl et al. 2007). Second, there have been changes in the political milieu, including the 

emergence of non-state terrorism at a global scale (Alibek 1999; Laquer 2003; Dando 2006). 

Third, the rise of new security frameworks within government apparatuses are increasingly to 

“low-probability/high-consequence” events rather than civil defense and all-hazards planning 

(Collier and Lakoff 2008). These three vectors provide preliminary orientation for an analysis 

of the problem of biosecurity today.  

Given these vectors, as well as others, we propose that a sufficient analysis of 

biosecurity today requires not only attention to specific safety techniques and regulatory 

policies, but additionally, the rationalities according to which practices and resources are 

being mobilized today. In this paper we will devote our attention to distinguishing and 

characterizing three types of rationalities: safety, security, and preparedness. By so doing, we 

argue that we can facilitate a better analysis of what currently is taken to count as a security 

problem.  

Our analysis arises in part from our position within the Berkeley Human Practices 

Laboratory. For five years (2006-2011) Rabinow and Bennett experimented with 

collaboration between science and ethics as a core research component of an NSF funded 

Synthetic Biology Engineering Research Center (SynBERC). They call this effort “Human 

Practices” (Rabinow and Bennett 2011). The Human Practices thrust of SynBERC focused 

on the challenge of bringing biosciences and human sciences into a collaborative relationship, 

on common problems, such as biosecurity. In this Green Paper, we reflect on the extent to 

which SynBERC, as an organization, is prepared for the challenges of the security 

environment in which practices of bio-engineering exist...

Des médecins, à l’Âge classique, observent le visage humain, et tentent d’y deviner les passions de l’Âme ; des savants, dans les premières décennies du xixe siècle, déchiffrent le corps du monstre, et y perçoivent un semblable. Des curieux se pressent, au siècle des Lumières, au spectacle d’un homme sans bras ni jambes, vêtu à la Turque, qui tourbillonne, le sabre au clair, sur le pavé parisien ; les foules de la Belle époque, à la Foire du Trône, se massent sur le seuil des musées de cires anatomiques, qu’elles déserteront bientôt. Des soldats américains, durant la Guerre d’Irak, posent devant des prisonniers dénudés…

Ce sont là quelques-uns des corps que l’on croise dans ces pages, quelques-uns des regards qui les scrutent et qu’interroge le travail de Jean-Jacques Courtine, dans un parcours qui traverse l’histoire du visage, celle du corps, celle de la virilité. On y sent à chaque pas la présence de la pensée de Michel Foucault, entendue, discutée ; ses concepts – énoncé, formation discursive, dispositif… – questionnés. Le livre partage avec le travail foucaldien un paradoxe fondateur : lorsqu’on y interroge l’énigme de la chair, ce sont tout autant l’épaisseur sédimentée du langage et les incessants déplacements du regard qui répondent. Pas d’histoire du corps qui ne soit une archéologie des discours et une généalogie des regards.

Nella sua vastissima opera, Michel Foucault ha dialogato in momenti diversi con il sapere economico. Considerato dapprima nell'ambito della nascita delle scienze umane, esso ha costituito in seguito un costante punto di riferimento: E' vero, spesso solo in negativo: in polemica con la concezione tradizionale del marxismo, infatti, Foucault ha proposto un'interpretazione del potere che non era affatto determinata dai rapporti economici, perché le grandi questioni occidentali - pazzia, sessualità, penalità - erano interrogabili secondo una griglia problematica molto più complessa. D'altra parte, l'emergere sempre più definito del rapporto tra biopolitica e governamentalità ha condotto il filosofo francese ad un'analisi rinnovata e quindi ad un nuovo confronto con le tematiche economiche. Il lavoro di Adelino Zanini, professore di Storia del pensiero economico all'Università di Ancona, segue passo passo la ricerca di Foucault, offrendo, per la prima volta, un quadro d'insieme sinora assente nella letteratura foucaultiana, il quale, muovendo da Le parole e le cose, giunge sino ai Corsi della fine degli anni Settanta.

La dette, tant privée que publique, semble aujourd’hui une préoccupation majeure des « responsables » économiques et politiques. Dans La Fabrique de l’homme endetté, Maurizio Lazzarato montre cependant que, loin d’être une menace pour l’économie capitaliste, elle se situe au coeur même du projet néolibéral. À travers la lecture d’un texte méconnu de Marx, mais aussi à travers la relecture d’écrits de Nietzsche, Deleuze, Guattari ou encore Foucault, l’auteur démontre que la dette, loin de n’être qu’une réalité économique, est avant tout une construction politique, et que la relation créancier/débiteur est le rapport social fondamental de nos sociétés. La dette n’est pas d’abord un dispositif économique, mais une technique sécuritaire de gouvernement et de contrôle des subjectivités individuelles et collectives, visant à réduire l’incertitude du temps et des comportements des gouvernés. Selon la logique « folle » du néolibéralisme – qui prétend substituer le crédit aux salaires et aux droits sociaux, avec les effets désastreux que la crise des subprimes a illustrés de façon dramatique –, nous devenons toujours davantage les débiteurs de l’État, des assurances privées et, plus généralement, des entreprises, et nous sommes incités et contraints, pour honorer nos engagements, à devenir les « entrepreneurs » de nos vies, de notre « capital humain » ; c’est ainsi tout notre horizon matériel, mental et affectif qui se trouve reconfiguré et bouleversé. Comment sortir de cette situation impossible ? Comment échapper à la condition néolibérale de l’homme endetté ? Si l’on suit Maurizio Lazzarato dans ses analyses, selon lesquelles la dette est avant tout un instrument de contrôle politique et l’expression de rapports de pouvoir, force est de reconnaître qu’il n’y pas d’issues simplement techniques, économiques ou financières. Il nous faut remettre en question radicalement le rapport social fondamental qui structure le capitalisme : le système de la dette.

Philippe Chevallier est docteur en philosophie de l’université Paris-Est. Il a récemment publié Être soi, Actualité de Søren Kierkegaard (François Bourin, 2011). Il travaille actuellement à la Bibliothèque nationale de France.

Des premiers rites baptismaux à la confession moderne, les références au christianisme sont constantes dans l’œuvre de Michel Foucault. Cette constance s’inscrit dans un questionnement philosophique plus large sur notre actualité : comprendre le rapport que nous avons aujourd’hui à nous-mêmes demande de s’interroger sur les actes de vérité que l’Occident a instaurés depuis les premiers siècles chrétiens.

Que faut-il dire et manifester de soi pour être transformé dans son être, pardonné, sauvé, jugé ou guéri ? Ce livre propose une étude critique de l’ensemble des lectures chrétiennes de Foucault, avec une attention particulière portée au cours Du gouvernement des vivants (1979-1980). Ni chronologique ni thématique, le parcours suivi espère retrouver la logique d’un travail à la fois philosophique et historique : quand et comment le christianisme a-t-il été constitué par Foucault en objet de recherche, avec quelles pratiques de lecture et quelles conséquences sur l’interprétation ?

Attentif aux mots plus qu’aux choses, le philosophe repère les glissements sémantiques successifs qui annoncent, entre le IIe et le IVe siècle de notre ère, le passage du monde antique à un univers inédit : celui de la perfection impossible et des fidélités difficiles. Loin de l’image facile d’un christianisme ascétique et intransigeant, Foucault définit l’originalité chrétienne comme la reconnaissance et l’institution paradoxale d’un rapport précaire à la vérité.

Il tema è di grandissima portata. Lo è essenzialmente perché il testo di Pierre Macherey, accostando le riflessioni di Michel Foucault a quelle di Georges Canguilhem, ci immette in un ambito che spazia dall’epistemologia storica alla formazione dei concetti nelle discipline scientifiche e storiche, al consolidamento di talune pratiche conoscitive1. Ma è soprattutto un testo, a nostro avviso, del tutto sperimentale che, lungi dal proporre definizioni conclusive, fornisce una serie di riflessioni su un tema, qual è quello delle norme, cui difficilmente storici, filosofi, scienziati sociali possono sfuggire.

È, però, in primo luogo utile ricordare che l’autore dei saggi che seguono, Pierre Macherey, è un grande storico della filosofia, co-autore del leggendario Lire le Capital ideato da Althusser, nonché allievo dello stesso Canguilhem. È lui stesso, nella premessa, a restituirci il clima straordinariamente effervescente e appassionato che ha segnato una delle stagioni più innovative del pensiero filosofico francese, quella degli anni Sessanta e Settanta che ha avuto il suo epicentro presso l’École Normale e che ha posto al centro del dibattito filosofico un ampio spettro di argomenti teorici inerenti al marxismo, allo strutturalismo e alla storia epistemologica dei concetti scientifici. È lo stesso Macherey a chiarire con acume e acribia le ragioni che hanno accomunato, così come quelle che hanno allontanato, la riflessione di Georges Canguilhem da quella di Michel Foucault. (...)

Qu'est-ce qui s'est passé, qu'est-ce qui a passé de Canguilhem à Foucault? La mise à jour d'une question dont ils ont été les premiers à reconnaître l'urgence : le rôle des normes dans la nature et dans la société. Les normes ne sont pas des lois, des règles d'obligation qui supposent une contrainte extérieure pour être obéies. Elles interviennent à même les comportements, qu'elles orientent de l'intérieur. D'où viennent ces normes? D'où tirent-elles leur force ? De la vie, explique Canguilhem. De quelque chose qui, pour Foucault, pourrait s'appeler l'histoire. Comment la vie et l'histoire en sont-elles venues à conjoindre en pratique leurs actions respectives? Telle est la question autour de laquelle ont tourné ces deux auteurs-clés de la seconde moitié du XXe siècle, qui ont été constamment en dialogue. Cinq études, composées entre 1963 et 1993, apportent un témoignage sur la façon dont Canguilhem et Foucault ont fait évoluer cette thématique des normes -une innovation dont l'importance est aujourd'hui universellement reconnue.

Pierre Macherey après avoir travaillé avec Althusser, a enseigné la philosophie à l'université Paris, puis Lille ni. Il est rattaché à l'UMR du CNRS "Savoirs Textes Langage ". Le norme non sono leggi, regole obbligatorie che presuppongono una costrizione esteriore affinché siano rispettate. Intervengono direttamente sui comportamenti, che orientano dall'interno. Da dove vengono queste norme? Da dove traggono la loro forza? Dalla vita, spiega Canguilhem. Da ogni cosa che, per Foucault, possa chiamarsi storia. Come sono arrivate a congiungere, di fatto, la vita e la storia le loro rispettive azioni? Ecco la questione attorno alla quale si sono mossi due autori chiave della seconda metà del XX secolo, che hanno mantenuto un dialogo costante. Il concetto di bene comune va oltre quello di proprietà pubblica o privata. La grande novità rivoluzionaria del bene comune è il voler superare il rapporto escludente tra proprietario e bene, infatti, non si può prescindere da questa nozione senza aderire a un nuovo modello di partecipazione e quindi di cittadinanza attiva. In questo libro Alberto Lucarelli, redattore dei quesiti referendari sull'acqua, ripercorre le varie tappe dell'avvincente cammino che ha permesso di riappropriarci del bene comune per eccellenza: l'acqua. Inoltre, ora, come assessore ai beni comuni, spiega come si debba passare dalla teoria alla pratica per realizzare un nuovo modello di governo partecipato dei beni comuni che sarà la risposta vincente per superare la crisi di sistema che stiamo vivendo. Nel libro sono presenti interventi di Luigi De Magistris e Alex Zanotelli.

Grande successo dell'incontro "Il mormorio della sragione. Michel Foucault e la Storia della Follia cinquant'anni dopo" nella suggestiva sala del Planisfero presso la Bibilioteca Panizzi di Reggio Emilia. Sala gremita e grande attenzione da parte del pubblico presente. Coordinatore della serata Mauro Bertani e poi via via gli interventi di Artierès, Colucci, Procacci e "last but not least" Rovatti. Prossimamente posteremo il video dell'incontro.
Ringraziamo sentitamente la struttura del Centro di documentazione di storia della psichiatria di Reggio Emilia, l' Assessorato alla Cultura di Reggio Emilia, la Biblioteca Panizzi, la rivista Aut Aut e  i partecipanti all'evento. E' il primo incontro filosofico su Michel Foucault nel quale siamo stati coinvolti come "media partner" e per il nostro giovane blog è stato il battesimo di fuoco e una grande soddisfazione.

Nel corso dell'incontro verrà presentato il numero 351 della rivista Aut Aut; si tratta di un numero monografico dedicato al cinquantesimo anniversario della pubblicazione di "Storia della follia" di Michel Foucault.
